Guide to Health Insurance amid COVID

In collaboration with the Mayors Public Engagement Unit , NYC Department of Health and Mental Hygiene, MetroPlus Health Plan, and community-based partners, the City will be hosting a Day of Action on Wednesday, January 19 to raise awareness about an important update to the New York State of Health Open Enrollment Period. The New York State of Health extended the Open Enrollment Period without an end date, in alignment with the federal public health emergency. This unprecedented Open Enrollment Period, spanning the nearly 2 years pandemic, will now continue in light of the ongoing COVID-19 public health emergency.

The GetCovered Day of Action on the 19th will feature peer-to-peer text and phone banks, a paid ad campaign, and an organic social media push. This campaign will encourage New Yorkers to connect with a Specialist within the Mayors Public Engagement Unit , who can help uninsured New Yorkers connect directly with an enroller.

New Yorkers can enroll by the 15th of the month for health coverage starting on the 1st of the following month.

You apply for coverage and choose your plan at the same time. Youll need to pay your first monthly premium for your coverage to begin and to receive your health plan cards. To apply and enroll:

Remind New Yorkers That There Is No Cost Sharing For Covid

ALBANY, N.Y. – NY State of Health, together with the New York State Department of Financial Services , today announced that New York will make a Special Enrollment Period available to New Yorkers during which eligible individuals will be able to enroll in insurance coverage through NY State of Health, New York’s official health plan Marketplace, and directly through insurers. This step is being taken in light of the COVID-19 public health emergency to further protect the public health of New Yorkers. NY State of Health, DFS, and New York State health insurers are taking this action due to the exceptional nature of the public health emergency posed by the COVID-19 so that individuals do not avoid seeking testing or medical care for fear of cost. The open enrollment period for coverage in 2020 had previously ended on February 7, 2020.

Individuals who enroll in Qualified Health Plans through NY State of Health or directly through insurers between March 16 and April 15, 2020 will have coverage effective starting April 1, 2020. Individuals who are eligible for other NY State of Health programs Medicaid, Essential Plan and Child Health Plus can enroll year-round. As always, consumers can apply for coverage through NY State of Health on-line at nystateofhealth.ny.gov, by phone at 855-355-5777, and working with enrollment assistors.

Healthcare Small Business And Open Enrollment

It’s open enrollment time. As you likely know, open enrollment is that time of year when you can shop and switch plans.

This year, for coverage in 2019 and beyond, open enrollment will begin on November 1st and ends on December 15th. It’s a quick six weeks. While this is the time when you can legally and easily switch, please note that there are two caveats to this general rule, that is, there are two times when you can still buy healthcare insurance, even if it is not the open enrollment period:

The first is that you can buy insurance anytime if you have a “qualifying event.” What is that? Example: My daughter just moved back to the States after having spent a year abroad in Spain teaching. She came home over the summer and although it wasn’t the open enrollment period, we were nevertheless able to get her coverage.

So, what is a qualifying event? Examples include:

  • Birth of a child
  • Divorce from the covered employee
  • The end of employment and coverage
  • You graduate, and your school healthcare expires
  • Your COBRA runs out

Essentially, qualifying events are things that would necessitate getting new/different health insurance. But, what you should also see from that broad generalization, is that simply being unhappy with your coverage or just wanting to change does not pass muster as a “qualifying event.”

The other thing to understand is that small business coverage is available all year, not just during open enrollment.

No Cost Sharing For Covid

There is no cost-sharing for COVID-19 testing for individuals enrolled in qualified health plans.

Effective January 15, 2022, Qualified Health Plans must cover either at-home antigen covid tests per member per month at no cost to the member. If the plan has a network in place for these tests, the plan will pay up to $12/test . If they dont have a network in place to supply the tests, they will have to reimburse the full cost of the tests . Plans can pay for the cost up-front or reimburse you.

There is no limit to the number of tests that a plan will cover per month if they are ordered by a health care provider following an assessment.

Essential Plan Medicaid And Child Health Plus

Enrollment in the Essential Plan, Medicaid and Child Health Plus is open all year. NY State of Health will continue to automatically extend consumers’ public program coverage for the duration of the federal COVID-19 public health emergency.

There are steps consumers can take now to prepare to renew coverage. Consumers can sign up for NY State of Health text alerts to receive important health insurance updates, including when it’s time to renew, by texting START to 1-866-988-0327.
